FED:ANZUS to grow in importance: Lowy

CANBERRA, Aug 17 AAP - Australia's alliance with the United States will grow in importance
over the coming decade, but it will also become more demanding, a respected foreign policy
thinker says.
September 1 marks 60 years since the historic ANZUS Treaty between Australia, New Zealand
and the US was signed in San Francisco.
The treaty has long underpinned Australia's strategic security in the sometimes volatile
Asia-Pacific region.
But the Lowy Institute's Andrew Shearer says the rise of China means Australia is now
navigating "murkier" strategic waters.
Mr Shearer says Australia and the United States must act with urgency and foresight
to ensure a peaceful future.
"The window of opportunity to shape a favourable future security order in Asia is closing
fast," Mr Shearer says in a new paper to mark the upcoming 60th anniversary.
Sino-American competition will pose a great test for Australian diplomacy over the
next 10 years, he says.
But Australia will not be forced to choose between its alliance with US and our economic
future with China as some commentators suggest.
"We have already chosen. We chose in 1951, and we chose the United States," the paper says.
Lowy Institute polling shows that while ordinary Australians recognise the economic
benefits of dealing with China they are concerned about the giant nation's intentions.
That has led them to hew more closely to the security offered by the US alliance: "A
classic hedging strategy," Mr Shearer says.
The alliance can give Australia the strategic confidence and strength to intensify
its economic ties with China over the coming years, he says.
Mr Shearer concedes it is possible - despite everyone's best intentions - that China
and the US could slide into conflict. Australia should do everything possible to prevent
such an outcome.
"But the idea that we could somehow stand aside from such a conflict - another notion
that crops up in the Australian debate - is fanciful," he says.
Mr Shearer says the alliance will demand more of Australia as America's debt limits
its capabilities.
"Australia's comfortable days as a largely passive southern anchor are behind us," he says.
Mr Shearer was a foreign affairs adviser to former prime minister John Howard. He has
also worked in the Department of Foreign Affairs and Trade, the Department of the Prime
Minister and Cabinet and the Office of National Assessments.

The corruption watchdog has made 17 findings against a council general manager who
spent thousands of ratepayers' dollars on surveillance of a man he feared was having an
affair with his wife.
The Independent Commission Against Corruption has also recommended the former head
of Burwood Council .. PASQUALE ROMANO .. be considered for possible criminal charges ..
including giving false or misleading documents to the council with intent to defraud ..
misconduct in public office and an offence of obtaining financial advantage by false or
misleading statements.
Handing down its findings today .. the commission made 31 corruption prevention recommendations
to both Burwood Council and the New South Wales government.

ADELAIDE, April 15 AAP - A former Centrelink worker set up 26 fake customer accounts
to obtain more than $66,000 in benefits, a court has heard.
Kevin Lee McInerheney pleaded guilty to 30 counts of obtaining property by deception
between December 2008 and March 2009 while he worked with Centrelink in Adelaide.
Imposing sentence in the South Australian District Court on Thursday, Chief Judge Terry
Worthington described McInerheney's offending as an elaborate scam.
The 33-year-old devised a scheme to make payments using electronic benefit transfers,
which are cards used by Centrelink staff to make one-off emergency payments to customers
requiring urgent financial assistance.
The cards come with a PIN and can be cashed at any bank ATM.
"You took careful steps to avoid detection," Judge Worthington told McInerheney.
"It is very serious offending involving gross breaches of trust on a sustained basis."
The judge said McInerheney's offending was prompted by a severe gambling problem with
the man's total losses estimated at about $500,000.
He imposed a four-year jail sentence with an 18-month non-parole period.

SYDNEY, April 24 AAP - The Rudd government's enhanced first-home buyers grant has worked
in the short term, but buyers should be wary of negative equity, The Australian says in
its editorial today.
Some in the real estate sector believe the grant is fuelling a mini property bubble
that could pave the way for a small-scale Australian sub-prime crisis.
Many first-home buyers, with small deposits and low equity in their homes, face negative
equity if prices fall and will struggle when rates rise.
The government could offset the impact of cutting or modifying the grant in the May
12 budget by tapping the $26 billion in three major infrastructure funds to boost employment
in construction while better positioning Australia for economic recovery, the newspaper
says.
"The most effective strategy now to boost the economy amid global recession would be
to tailor stimulus measures to projects that improve productive and export capacity.
"Over the long term, such nation-building would prove more effective in promoting prosperity
than prolonged reliance on the distorting effects of the first-home buyers' grant."
Sydney's The Daily Telegraph says housing construction is increasing, defying global
trends even as the nation enters what could be an extended recession.
It's a sign of confidence that would be welcomed in almost any economic sector on earth.
The Rudd government is correct to capitalise on Australia's happy housing trend by
extending its first-home buyers' bonus plan, the newspaper says.
"Much of Australia's recovery from recession will depend on similarly quick moves to
establish or consolidate gains. Opportunities missed in this economy will not swing by
again in any sort of hurry."
Melbourne's The Age says Prime Minister Kevin Rudd's move to distil 962 ideas from
last year's 2020 Summit to just nine risks disengaging Australians from the political
process.
At the time of the summit, the big ideas that gained strong backing were the introduction
of a republic; a review of all state and federal taxes within two years; reform of the
federation, including a review of federal, state and local government powers; and minimising
interstate regulation to create a seamless national economy, the newspaper says.
"If the summit briefly managed to get many people to suspend their cynicism about the
political process, its lasting effect may unfortunately be to confirm the public's view
that governments and politicians listen to the views of the community only when it suits
them."
The Sydney Morning Herald says China's decision to expand its nuclear energy program
from 24 new plants to 29, plus another 60 over the next 20 years, is an enormous opportunity
for Australia.
Australia's uranium exports are worth $900 million a year but a ninefold expansion is possible.
Nuclear proliferation, and the long-term storage of nuclear waste, are the big issues
for opponents of uranium exports, the newspaper says. "These issues are important and
need to be addressed, but they pale in comparison with the advantages of clean power.
"The Rudd government should thus override the ban on uranium mining in Queensland,
allow exports to India, and support Chinese investment in expanding our uranium mining
capacity."
Melbourne's Herald Sun says Mick Gatto's bushfire fundraiser may be a chance for the
underworld identity to "buy respectability" but still served a greater good.
Mr Gatto, who was acquitted of the murder of gangland gunman Andrew Veniamin and is
now a financial and industrial consultant, held the $1,000-a-head Black Saturday fundraiser
at Docklands on Thursday.
"There are many people who say the community should not accept a cent from Mr Gatto
and that he is merely trying to buy respectability," the newspaper says.
"There is undoubtedly an element of this in Mr Gatto's public spiritedness; nevertheless
it could be argued that the greater good has been served by the money going to a worthy
cause."
Brisbane's The Courier-Mail says Spain and Russia are facing severe contractions but
they are the countries Anna Bligh has selected to visit on her overseas victory lap as
newly elected premier.
Ms Bligh shouldn't be jetting off now on a taxpayer-funded trip to visit crippled economies
with an entourage that doesn't include her trade minister.
There are pressing issues to attend to in Queensland, for instance crafting the framework
for one of the toughest budget balancing acts in decades, plus the biggest public service
shake-up in nearly two decades, in which 23 departments will become 13 super departments,
the newspaper says.
"Not a hint of this upheaval, it should be stressed, was mentioned during the election
campaign. Not a breath."
After three months of suspended animation following the announcement of the state election,
the lack of productive outcomes is lamentable.

Vic: Former primary teacher jail over child porn
A former primary school teacher's been jailed for over three years for possessing pornographic
images of children .. some as young as three months old.
The Victorian County Court heard police found more than 233-thousand child porn images
along with movies and files at the home of EDWARD GRAHAM DUNN.
It includes images of three-month-old babies.
The court was told sixty-year-old DUNN was a primary school teacher for five years
from 1978 to 1983 .. but lost his job when he was convicted of procuring a child to make
obscene photos and obscene exposure.
DUNN is married with a daughter.
He's been jailed for three years and two months but will be eligible for parole after
a year and eight months.

Fed:First images of HMAS Sydney wreckage reveal extent of damage
CANBERRA, April 4 AAP - The first images of a sunken HMAS Sydney reveal a shattered
hulk with German shell holes clearly visible.
The first seven images, now available on the Finding Sydney Foundation website, were
obtained yesterday by a special remotely-operated submersible deployed from the survey
vessel Geosounder.
The Sydney wreck was found last month - 66 years after it was lost with all its 645
crew - off the coast of Western Australia.
The Australian warship sank after a gun battle in November 1941 with the German mercantile
raider Kormoran, the wreck of which was also found last month.
Search director David Mearns said the name Sydney was not visible anywhere on the sunken hulk.
"But there was no mistaking that the wreck before us was that of HMAS Sydney," he said
in a web diary detailing progress of the search.
"Her damage matched perfectly to what we expected from the side-scan sonar imagery
and from the German accounts of the battle."

Vic: Mother reaches settlement over son's shooting death
MELBOURNE, April 19 AAP - A mother who was suing the State of Victoria and a prison
officer who shot her inmate son dead has received $20,000 in an out-of-court settlement.
Fabrizio Bartolo Federico killed prisoner Garry Whyte in a corridor of Melbourne's
St Vincent's Hospital on May 7, 2002.
Whyte, who was on remand for burglary, theft and attempting to escape charges, was
being taken to the hospital for a CAT scan.
In November 2005, Victorian Supreme Court Justice Philip Cummins directed the jury
to acquit Mr Federico of murder.
He said the prosecution failed to prove Mr Federico was not acting in self-defence.
Whyte's mother, Nora Gauld, launched a personal injury claim against the prison guard,
the State of Victoria and St Vincent's Hospital for nervous shock.
Ms Gauld dropped the legal action against the hospital and was due to take the matter
to trial against the other parties in the Victorian County Court today.
But the parties reached a $20,000 out-of-court settlement, with a denial of liability
by the State of Victoria and Mr Federico.
